Baylor Scott & White Health Plan welcomes Capital Rx as Pharmacy Benefits Administrator

After an extensive proposal review process, Baylor Scott & White Health Plan has selected Capital Rx to serve as Pharmacy Benefits Administrator effective Jan. 1, 2025.

Capital Rx is a health technology company that is leading the transformation of the pharmacy benefits industry. Their support will allow Baylor Scott & White Health Plan to:

  • Deliver the highest quality service to our members through their award-winning pharmacy platform, which can digitally link providers, patients, pharmacies and plans.
  • Operate more efficiently with the unification of all pharmacy operations—from adjudication to reporting—within one ecosystem.
  • Provide a seamless transition for our members who currently fill their specialty and mail order prescriptions through the former administrator.

Baylor Scott & White Health Plan and Capital Rx will coordinate closely to ensure a smooth transition—including thorough communication regarding any formulary or network pharmacy changes. We look forward to collaborating with Capital Rx to better serve all our members for many years to come.

Capital Rx is a next-generation pharmacy benefit administrator. Starting January 1, 2025, they will administer prescription benefit plans on behalf of Baylor Scott & White Health Plan (BSWHP) for our BSW SeniorCare Advantage and Covenant Health Advantage plans.

The transition to Capital Rx will go into effect Jan. 1, 2025.

BEFORE 1/1/2025

If you need to fill a prescription through Dec. 31, 2024, it's business as usual. Have your doctor send your new prescription(s) to your regular pharmacy and present your existing member ID card to the pharmacy to get your medications.

ON OR AFTER 1/1/2025

Present your new member ID card to the pharmacy. A new ID card will be mailed to you in December.

Capital Rx maintains a national retail pharmacy network of more than 65,000 retail pharmacies — including national chains and many independent pharmacies — including Optum Pharmacies for mail order and specialty pharmacy services. Therefore, you should be able to continue using your current pharmacy. For more details about your prescription drug plan or to find an in-network pharmacy, visit BSWHealthPlan.com/Medicare.

Current Mail Order or Specialty Prescriptions - If you are a current BSWHP Medicare member and have an active prescription with Optum Home Delivery or Optum Specialty Pharmacy, you do not need to take any action or make any changes. Optum Pharmacies will remain in our pharmacy network for mail order and specialty prescriptions. Baylor Scott & White Health Plan and Capital Rx are working closely with Optum Pharmacy to ensure your existing member profile is updated with the new billing information.

New Mail Order Prescriptions - If you are prescribed a new mail order medication after Jan. 1, 2025, ask your doctor to electronically send your prescription to Optum Home Delivery. If this is your first time using Optum Home Delivery, you will need to create a profile through one of the following methods before your prescription can be processed.

There are three ways to create a profile:

  1. Phone: Call Optum Home Delivery at 833.502.3340.
  2. Online: Log into MyBSWHealth.com and select "Pharmacy Benefits" under the Baylor Scott & White Health Plan menu.
    • If you're in the app, this will take you to the Capital Rx member portal.
    • If you're using the desktop version, you'll need to click the "View" button in the yellow bar to access the Capital Rx member portal.
    Once in the Capital Rx portal, select Optum Home Delivery and follow the instructions to register.
  3. Mail: Visit the Medicare Pharmacy and Drugs section of our website to access the new prescription mail-in order form.

There may be changes to some covered medications. Visit the Medicare Pharmacy and Drugs section of our website to view the 2025 Medicare Part D Drug List (formulary).

  • Continue using your current medical ID card and pharmacy information through Dec. 31, 2024.
  • Take action if you receive a letter indicating a change in coverage to your medication or pharmacy.
  • Begin using the new combination medical and pharmacy ID card that you should receive in December. Present this new card at the pharmacy counter any time before or after Jan. 1 so that your pharmacy has your new information on file when they fill your prescriptions in 2025.
  • Log into your member portal at Member.BSWHealth.com to access your pharmacy benefit information and manage your prescriptions.

Probably not. Capital Rx maintains a national network of more than 65,000 retail pharmacies — including national chains and many independent pharmacies — including our Baylor Scott & White pharmacies and Optum Pharmacies for mail order and specialty pharmacy services. Additionally, there will continue to be preferred retail pharmacies in 2025 and will include Baylor Scott & White pharmacies, HEB, Walmart and Walgreens along with other pharmacies.

As a best practice, you can let your provider know that your pharmacy benefit administrator is changing to Capital Rx.

If you are prescribed a new medication on or after Jan. 1, 2025, and want to have it filled at a retail pharmacy, ask your provider to send it to an in-network pharmacy.

If you want to use mail order, ask your provider to send your prescription to Optum Home Delivery.

Use the prescription drug tools and cost calculator links located at BSWHealthPlan.com/Pharmacy. Select your plan and search for your drugs at specific pharmacies.

Log into the BSWHealth member portal to access the Capital Rx member portal.

  1. Select "Pharmacy Benefits" under the Baylor Scott & White Health Plan menu.
    • If you're in the app, this will take you to the Capital Rx member portal.
    • If you're using the desktop version, you'll need to click the "View" button in the yellow bar to access the Capital Rx member portal.
  2. Once in the Capital Rx Member Portal, you may search for medications and view your current (01/01/25 and later) claims history at your current pharmacies.
  • Continue using your current medical ID card and pharmacy information through Dec. 31, 2024.

Additionally, Capital Rx supports a fully pass-through pricing model based on National Average Drug Acquisition Cost (NADAC) and transparency, moving away from traditional Average Wholesale Price (AWP) based spread pricing.

Yes. Members with pharmacy coverage through BSWHP will receive a new ID card before Jan. 1, 2025. This card will include medical and new pharmacy information for processing claims.

There may be some formulary changes. To see the 2025 formularies, visit the Pharmacy section on the Provider page at BSWHealthPlan.com.

  • Commercial Group and Individual/Family members affected by a negative change will receive a letter in early November outlining the change along with lower cost alternatives to consider or how to request coverage, if appropriate.

    Note: The current, high-quality BSWHP Custom Group Value Formulary will remain in place for large groups, ensuring limited disruption.
  • Medicare members will be permitted a one-time transition or temporary fill to allow time for members and prescribers to change to a formulary alternative or submit a request for coverage consideration.

Capital Rx maintains a national retail pharmacy network of over 65,000 retail pharmacies, including national chains and many independent pharmacies. Mail order will remain the same, with the exception of the BSW Mail Order Pharmacy (used by Commercial and Individual/Family members; see Question 8 for additional information).

Medicare: There will continue to be preferred retail pharmacies for Medicare patients, including Baylor Scott & White pharmacies, HEB, Walmart and Walgreens, along with other pharmacies.

Only slightly.

For Medicare, both Optum Home Delivery and Optum Specialty Pharmacy will remain in network.

For Commercial Group and Individual/Family, we will continue to use Optum Home Delivery (mail order), Optum Specialty Pharmacy, and Baylor Scott & White Specialty Care Team Pharmacy. We will no longer use BSW Mail Order Pharmacy.

Members who have open prescriptions with Optum Home Delivery, Baylor Scott & White Specialty Care Team pharmacy or Optum Specialty Pharmacy do not need to take any action. We are working to ensure existing member profiles are updated with the new processing information for Capital Rx.

New specialty or mail order prescriptions should be sent to Optum Specialty Pharmacy and Optum Home Delivery. Commercial Group Individual/Family members also can utilize the Baylor Scott & White Specialty Care Team pharmacy.

Yes. On or after Jan. 1, 2025, coverage requests for pharmacy benefit medications should be directed to Capital Rx. Capital Rx is not able to accept coverage requests received before Jan. 1, 2025.

Coverage requests can be submitted by providers, members and authorized representatives. Visit the Pharmacy section on our Provider page at BSWHealthPlan.com on or after Jan. 1, 2025, for details about how to submit a coverage request to Capital Rx. Providers may continue to utilize CoverMyMeds for electronic prior authorization submission.

Coverage restrictions include but are not limited to prior authorization, quantity limit and step therapy. Refer to the 2025 formulary for the member's plan to determine which formulary medications will have coverage restrictions in 2025.

Coverage exception requests to obtain a medication not listed on the formulary should also be directed to Capital Rx.

NOTE: This does not apply to medications obtained through the medical benefit. Coverage requests for medications obtained through the medical benefit should be submitted as directed on the member's ID card.

Commercial Group and Individual/Family members whose current medication is affected will receive a letter in early November that outlines:

  • What the coverage change will be,
  • What action to take and
  • Preferred lower cost alternatives, if applicable.

For Large Group members, the current, high-quality BSWHP Custom Group Value Formulary will remain in place, ensuring limited disruption, while the new 7-tier formulary option for 2025 will offer more choice and savings with a lower Tier 1 preferred generic copay.

For Medicare members, a one-time transition or temporary fill will be permitted to allow time for members and prescribers to change to a formulary alternative or submit a request for coverage consideration.

Yes. On or after Jan. 1, 2025, coverage requests for pharmacy benefit medications should be directed to Capital Rx. Capital Rx is not able to receive coverage requests before Jan. 1, 2025. Open authorizations will be loaded in Capital Rx's system by Jan. 1 in order to avoid disruption.

NADAC stands for National Average Drug Acquisition Cost. It is a price index that represents the average price that retail pharmacies pay to purchase outpatient prescription drugs in the United States. Capital Rx has the nation's first Commercial and Medicare NADAC pharmacy network.

Advantages of NADAC:

  • Pricing is the same at any pharmacy across the United States
  • Published weekly by CMS, available free
  • Used for Medicaid reimbursements in 42 states
  • Reflects reported prices from more than 600 independent pharmacies and chains
  • Reported on an NDC-11 basis for 98.5% of dispensed drugs
  • Deflationary over time
